Telecom regulator TRAI, on Friday, initiated a consultation to explore a framework facilitating the use of foreign SIMs in devices specifically manufactured for export. This move addresses the need for clarity regarding the sale and authorization of SIMs for export-oriented devices, particularly in the machine-to-machine (M2M) and Internet of Things (IoT) sectors. The consultation paper, titled ‘Regulatory Framework for the Sale of Foreign Telecom Service Providers’ SIM/eSIM Cards for the use in M2M/IoT Devices Meant for Export Purposes,’ was prompted by a request from the Department of Telecommunications following industry appeals. Current regulations permit the sale of foreign telecom operators’ SIMs to customers traveling abroad. However, the industry has highlighted limitations, particularly concerning the authorization to sell SIMs for devices intended solely for export. The existing rule mandates SIM activation 48 hours before overseas travel and deactivation within 24 hours of landing in India. For M2M and IoT devices, the industry notes the necessity for brief SIM activation during manufacturing for testing samples, demos, or prototypes to ensure complete functionality before export. regulator is seeking input on whether only telecom license holders should be authorized to sell SIMs for export, or if any legitimate Indian entity should be permitted to obtain a ‘no objection certificate’ for procuring and selling such SIMs or eSIMs. Comments are due by August 1, with counter comments expected by August 18.
